A practical tool for making vaccination reach every child
Walk through the eight-step vaccination journey and identify the structural barriers present in your country. The tool starts from your existing coverage data, turns the barriers into an action plan across three policy levers, and links every action to an implementation guide.
Stage 1 · Coverage and Equity Profiler (optional)
Start from existing data. National figures are pre-filled for every Member State. Select a country, check your data readiness, then enter your own sub-national data to find the under-immunised pockets. This stage is optional — if you have no sub-national data, or you are doing a general whole-country review, go straight to Stage 2.
Country profile
Coverage and equity assessment checklist
A quick readiness check on your data. All of these are good practice — none is obligatory before moving to Stage 2.
Sub-national prioritisation
Enter your own district or regional data. The tool calculates the absolute number of zero-dose children (those who have received no vaccinations, here those missing DTP1), under-vaccinated children (missing DTP3) and children missing MCV1. Districts are ranked by zero-dose burden, and the highest two quintiles are shortlisted. Agree a final list of up to three districts or population groups with your stakeholders (UNICEF Coverage and Equity Assessment methodology).
| District / region | Surviving infants (or registered births) |
DTP1 % | DTP3 % | MCV1 % | Zero-dose (n) | Under-vaccinated (n) | Missing MCV1 (n) |

Stage 2 · Diagnostic — the vaccination journey
Walk the eight steps and answer the questions for your context. Answer Yes where your system already covers the situation, No where it does not, and To verify where you are not sure. Only the questions answered No generate actions in the plan.
Stage 3 · Action plan — the commitment
Each barrier answered No generates policy actions. Assign a responsible agency, a timeline, and your own assessment of effort and time horizon. This is the roadmap to be agreed and signed by stakeholders.
Priority order is your own assessment — nothing is pre-ranked.
The actions-only file leaves out the barrier statements and your notes, so what circulates externally is a list of commitments rather than a record of what is not yet in place.
Stage 4 · Implementation library
Every action links to a guide on how to implement it.
